Namibia found oil. Almost overnight, a country with no petroleum industry needed law, licences, local content rules and a public that understood what any of it meant.
Mutindi has spent her career on that problem from the inside: fourteen years in Namibian government, an LLM in Oil & Gas Law with distinction from Aberdeen, and a seat at the table where upstream petroleum and green hydrogen legislation is written.
She advises on petroleum, energy and commercial law, sits on the Inter-Ministerial Committee on Upstream Petroleum Local Content, and serves as Green Hydrogen Legislative Focal Person. Alongside that work, she writes The Energy Explainer — because a law nobody understands is a law nobody can hold anyone to.
