Professional summary

Mutindi Lydia Jacobs is a senior legal strategist working in petroleum law, energy law, commercial law, policy and law reform. She has spent more than fourteen years in the Namibian government, and holds an LLM in Oil & Gas Law with distinction from the University of Aberdeen.

Her work sits at the point where a young petroleum industry meets a legal system still being written for it: licensing, local content, upstream regulation and the legislative groundwork for green hydrogen. In 2025 she was recognised as Energy Policy Leader / Legal Advocate of the Year.

She is also the founder of The Energy Explainer, a public-education series that translates that same body of law for readers with no legal background.
